The fee of $100 is not excessive

Licensees dealing in European wines and liquore should
be made to keep a uniform stock book according to the form No. 6
attached herewith. This would enable the Preventive Officer to
take stock without difficulty. Some dealers do not keep proper
books. They make out their returns from press copies of
requisitions handed in to the Imports and Exports Office.

It is of importance that all operations in warehouses
should be noted in the xxxk remarks column and that a special
record be kept for all breaking down operations with a column to show results 1.6. quantity added by breaking down Whisky, Brandy,
Rum &c. and how disposed of. I would lay stress on my note
concerning duty treatment of broken down liquid. The rule laid
down by ordinance that all operations are to be made in the
presence of an officer is to be adhered to strictly.

It is essential that allowances for ullages and for
liquid returned as undrinkable should be seriously looked into
by careful examination before being recognised. The officer should
bring all suspicions cases to the knowledge of the Superintendent
as in the case of Radecker & Co. which is reported here. The
officer Mr. Brett has shown a want of diligence.

With regard to the rebate allowed to the Military and
Naval Authorities, I am afraid that the dealers have taken advan-
tage of their old stock and broken down liquor on which no duty
has been paid to claim for rebate on such. To guard against possible abuse I would suggest that all win and liquors for the
